Fulton Homeownership Program

The Fulton County Homeownership Program (HOP) offers eligible first-time homebuyers down payment and closing cost assistance. We offer assistance up to $15,000.00, in the form of a 0% interest, deferred monthly payment loan which is forgiven if the homebuyer still resides in the home as their principal residence for a period of six (6) years or eleven (11) years after the purchase – depending upon the amount of the HOP loan (See Program Overview).


Eligibility Requirements 


To qualify for this program, applicants must meet the following criteria:
• Must be a first-time homebuyer (not owned a home in 3 years)
• Household income must be at or below 80% of Adjusted HOME Income Limits for Fulton County
• Property must be located within the Fulton County, GA service area
• Property must pass an internal Fulton County Government Environmental Review
• New homes must receive a Certificate of Occupancy
• Existing homes must pass an internal Fulton County Government property standards inspection
• Property purchase price may not exceed $333,000 for either an existing home or for new construction. [Effective 6/15/2023]
• Must complete a HUD-approved Homebuyer Education Program

Contact one of our HOP Participating Lenders to begin the process of applying for a 1st mortgage loan.  They will assist you in completing the HOP loan application, gathering required documentation and will submit the complete HOP loan package on your behalf to the Fulton Homeownership Program for review and processing.
