SUBSTANTIAL AMENDMENT 2022 Annual Action Plan Draft as of January 25, 2023
The Community Development Block Program (CDBG) is a federally funded grant program administered by the U.S. Department of Housing and Urban Development (HUD). It is aimed at assisting low to moderate income communities with community development projects to enhance the quality of life. Fulton County is designated by HUD as an Entitlement Community and annual administrator of the CDBG program to develop viable communities by providing a suitable living environment and expanding economic opportunities. The program authorizes funds under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended 42 U.S.C.-530.1 et seq.
CDBG funds can be used for a wide range of activities such as social services, public facility and infrastructure improvements, demolition, acquisition of real property, code enforcement and housing rehabilitation.
According to CFR 570.270, the following are ineligible activities for CDBG:
• Assistance for buildings or portions of buildings used for the general conduct of government
• General local government operating and maintenance expenses
• Partisan political purposes, including voter registration, candidate forums, or voter transportation
• Equipment purchases
• New housing construction
Fulton County issues a public notice that applications are available during a set period of time. Applications will become available on the Fulton County website, and mandatory application workshops are facilitated.
Public Facilities/Infrastructure projects, parks, sidewalks, and community centers are all examples of eligible public facility projects. Eligibility requirements for park and sidewalk projects include:
Public Service Programs (funding programs that benefit low to moderate income individuals)
Housing Activities
Clearance Activities
Funds for the new program year are available after HUD has approved Fulton County’s Annual Action Plan, and HUD grant award has been executed between Fulton County and HUD.
