Board of Health Leadership

This Board of Health consists of seven members. Members are to attend or will have four meetings annually or more if necessary.

The Fulton County Board of Health will hold a special called board meeting on August 25, 2022, starting at 10 a.m. In response to the ongoing pandemic and pursuant to O.C.G.A. 50-14-1(d)1, the meeting will be conducted via Zoom. The agenda may be found here online.

Officers shall be elected annually, at the first regular meeting of the Board of Health each fiscal year and hold office until a successor is elected.

Lynn Paxton, M.D. M.P.H.

District Health Director

Dr. Paxton is a retired United States Public Health Service captain and has had an extensive career with the Centers for Disease Control and Prevention (CDC). She is acknowledged as an international leader in HIV prevention and pre-exposure prophylaxis (PrEP). Dr. Paxton most recently served as the Zika coordinator for the CDC’s Center for Global Health.

Edward "Jack" Hardin, Esq.

Chairman, Board of Health

Edward J. (Jack) Hardin is a founding partner of the Atlanta law firm of Rogers and Harden, which advises corporate directors and their companies on corporate governance, corporate law and domestic and international business transactions.

Renay Blumenthal, M.B.A.

Vice Chair, Board of Health

A native Atlantan, Renay is a cum laude graduate of Georgia Tech and has an MBA from Georgia State University. She was named a Georgia Trend “40 under 40” in 2001 and was a member of the Leadership Georgia class in 2000 and Leadership Atlanta class in 2006.

Robb Pitts

Chairman, Fulton County Board of Commissioners

Robb Pitts is the Chairman of Fulton County Board of Commissioners. He previously served on the Fulton County Board of Commissioners from November 2002 to December 2014. During his tenure, he advocated for diversification in revenue sources to relieve the tax burden on property owners.

Carla Smith, R.N.

Atlanta City Council Member, District 1; Member, Board of Health

Carla Smith is serving her fourth term as an Atlanta City Council Member. She lives in the Woodland Hills neighborhood, serving Council District 1. Ms. Smith takes great pride in representing the people who live in southeast Atlanta neighborhoods.

Lynne P. Meadows, R.N., B.S.N., M.S.

Secretary, Board of Health

Lynne P. Meadows has 30 years of experience in the field of healthcare and nursing. Her career began when she earned a Bachelor of Science degree in nursing from Queens College (New York). She earned her Master of Science degree in nursing from Georgia State University. Ms. Meadows is a long time employee of the Fulton County School System.

Clint W. Owens, M.S.N., R.N.

Member, Board of Health

Clint W. Owens currently serves as the Unit Director of the Neuroscience ICU (2D/2G) at Emory University Hospital. The unit cares for patients with subarachnoid hemorrhage, stroke (ischemic and hemorrhagic), epilepsy, brain tumors, and various neuromuscular or neurodegenerative disorders.
