BACKGROUND:
On July 14, 2021, the Fulton County Board of Commissioners (“Board”) approved expenditure of the American Rescue Plan Act (“ARPA”) funding as outlined in the COVID-19 Operational Response Update (Agenda Item #21-0511). ARPA Health and Wellness Community Response Funding will be awarded to community organizations working with Fulton County residents disproportionately impacted by the COVID-19 pandemic and its economic consequences.
HEALTH AND WELLNESS:
Programs and services will relate to chronic disease prevention and treatment, behavioral health, other medical conditions, and related wellness services. According to the Georgia Department of Public Health, chronic diseases such as diabetes, heart disease, hypertension, stroke, HIV/AIDS, and cancer are the leading causes of death and disability among Georgians; however, they are preventable.
Behavioral health services will include the treatment and support for individuals with severe and persistent mental illness and substance abuse. Other medical and preventative care services include yearly check-ups, screenings, and immunizations, all of which are important to getting and staying healthy and which can help avoid health problems and prevent minor issues from becoming major health concerns.
ARPA HEALTH AND WELLNESS FUNDING PRIORITIES:
Respondents to the RFP will be required to propose programming and services that address a minimum of one ARPA Health and Wellness funding priority
Health and Wellness Priorities
1. Prevent illness and health disparities by educating and connecting individuals to available resources.
2. Programs addressing mental health, depression, stress, trauma and anxiety among individuals.
3. Programs focusing on HIV prevention and education.
4. Programs focusing on affordable housing, job training, and access to medications for persons living with HIV.
5. Programs focusing on financial literacy and wellness.
ARPA HEALTH AND WELLNESS PERFORMANCE MEASURES:
Respondents to the RFP will be required to select and report on a minimum of one ARPA Health and Wellness performance measure.

ELIGIBILITY CRITERIA:
To be eligible to apply for ARPA Health and Wellness funding, organizations must:
FUNDING EXCLUSIONS:
1. 2021 agency/organization recipients of Fulton County American Rescue Plan or CARES Act funding
2. Agencies whose activities are restricted to its membership.
3. College / University projects which are not open to the public and do not serve a significant (50%) non-student population.
4. Government agencies; Agencies that serve as funding sources to 501(c)3 organizations.
5. Projects of a religious nature.
6. Scholarships to public / private educational institutions.
7. Deficit Reduction.
8. Capital expenditures (resources not completely consumed during the contract year i.e. computers, laptops, tablets, iPads, construction, vehicles, cell phones, etc.). Program materials that may be pertinent to the scope of services of a funded program and that aid in grantee meeting contracted program outcomes are excluded from capital expenditure definition (i.e. children's story books, educational materials, games, puzzles, and flash cards).
